I am a trans person who has experience producing video, and I did not find the SFPD videos offensive.I thought they were funny and entertaining, and
it is my belief the videos are a private matter. The videos were clearly not intended for the public, so technically making them–public–may be considered an invasion of privacy.
Some camera person or reporter may have accidentally stumbled upon the videos accidentally while surfing the net. Even though the videos were found on the public domain such as the internet, the web site was not and has not been commercially promoted. It was meant for the officers and their families. The creator has stated that numerous times on TV.
For instance I promote my website commercially and through the non-profit community so it has become public.

but there are no links to the videos.

Just my opinion, and I want to say it is quite impressive that those videos brought up a bunch of dirt about the police department, like why they are not able to solve crimes.
That is the real issue. People get killed in this city and the SFPD cannot solve them. That is pathetic and is deserving of permanent dismissals of all who are supposed to solve the killings.
That’s where the attention should be concentrated.

death has never been solved and the supposed suspects were released. That is the crime here not a bunch of comedy videos.
So I hope we the can urge the police to make arrests of suspects in killings, and not urge them to apologize for making [private] videos.

Oh by the way the homophobic channel 2 KTVU interviewed Daniel Horowitz over the SFPD video. I was right.
